The use-case specifier details the specification of a part of the system's functionality by describing the Requirements aspect of one or several use cases. The use-case specifier can also be responsible for a use-case package, and maintaining the integrity of that package. It is recommended that the use-case specifier responsible for a use-case package is also responsible for its contained use cases and actors.

A person acting as use-case specifier should be a good communication skills, both person-to-person communication and writing. Knowledge of the business and technology domain is good to have, but not necessary for everyone acting in this role. A use-case specifier needs to be familiar with all tools used to capture the results of the requirements workflow.
